The United Nations Water emphasizes the need for cooperative water management, while the World Bank highlights the role of sustainable infrastructure and diplomacy in preventing disputes. Implementing preventive measures against global water wars and the weaponization of water requires legally binding agreements, equitable resource-sharing frameworks, early-warning systems, and investment in resilient water governance.
